Chief Minister Mr. Mahohar Lal Khattar said that the Haryana government has not imposed any new tax in the budget for the financial year 2023-24.

Chief Minister Shri Manohar Lal Khattar has proposed revenue receipts of ₹1,09,122 crore for the budget estimate year 2023-24, which includes tax revenue of ₹75,716 crore, non-tax revenue of ₹12,651 crore. GST, VAT, excise and stamp duty are the major sources of tax revenue receipts.
Haryana contributes about 3.86 percent to the country's gross domestic product (GDP).
The GSDP growth rate of the state is estimated to be 7.1 percent in the year 2022-23.
The State Gross Domestic Product (GSDP) growth rate is higher than the country's Gross Domestic Product (GDP) and the state's per capita income is higher than the country's per capita income.
The share of Haryana in the National Gross Domestic Product (GDP) has increased from 3.52 percent in the year 2014-15 to 3.86 percent in the year 2022-23.
National Per Capita Income (Per Capita Income) at current prices in the year 2014-15 was Rs 86,647, which is likely to increase to Rs 1,70,620 in the year 2022-23, whereas for Haryana it is the year 2014-15. It is likely to increase from Rs.1,47,382 in the year 2022-23 to Rs.2,96,685 in the year 2022-23.
He said that Gram Panchayat land would be made available for new Gaushalas registered with the Haryana Cow Service Commission with the consent of the Gram Panchayats. Gaushalas will be linked to the Gobardhan Yojana, under which biogas plants are proposed to be set up in every district.
The Chief Minister said that for the care and protection of destitute cow mothers in Haryana, the provision for Haryana Gau Seva Aayog has been increased to Rs 400 crore for the year 2023-24.
He said that 500 young farmers would be trained to operate drones for adoption of drones in agriculture activities. The government will bear 80 per cent of the cost for cultivation of dhaichha at the rate of Rs 720 per acre.
The Chief Minister said that a target has been set for natural farming in 20 thousand acres in 2023-24. Three training centers for natural farming will be set up at Chaudhary Charan Singh Agricultural University, Haryana Agricultural Management and Extension Training Institute, Mangiana in Jind, Sirsa.
Rs 1000 for the purchase of straw and Rs 1500 per ton will be given to the nominated agency to meet the expenses related to straw management.
A target has been set for 2023-24 to bring more than 1 lakh acres of area under summer moong cultivation.
Target of natural farming in 20 thousand acres area. Chaudhary Charan Singh Haryana Agricultural University, Hisar, Haryana Agricultural Management and Extension Training Institute, Jind and 3 training centers for natural farming will be set up at Mangiana in Sirsa district.
To adopt drones in agriculture activities, 500 young farmers will be trained to operate drones. The government will bear 80 per cent of the cost for shack cultivation at the rate of Rs 720 per acre.

Three new Centers of Excellence for Horticulture crops will be set up at Panchkula, Pingawan, District Nuh and Munimpur, District Jhajjar.
The Chief Minister shared that with a growth of 19 per cent, agriculture and allied sectors got prominence in the Budget 2023-24. An amount of Rs 8316 crore has been announced for agriculture and allied sectors and cooperation for this financial year.
He said that Haryana is the only state which gives assurance on minimum support price for 14 crops. More than 9 lakh farmers regularly register on Meri Fasal Mera Byora (MFMB).
He informed that opening of Harhit stores in the state has proved beneficial for the youth and has provided source of employment and income through local entrepreneurship. Looking at the success of this venture, the state government has set a target of opening additional 1500 new Harhits in the year 2023-24.
He announced that a provision of Rs 250 crore is being made for skill training of two lakh youth in the year 2023-24, if needed, a separate budget provision will be made in addition to this proposed amount.
Proposing to allocate Rs 1636 crore to the youth sector for the year 2023-24, the Chief Minister announced that financial assistance of Rs 2500 would be provided to every girl child taking admission in government ITIs with an annual family income of less than Rs 3 lakh.
Provision of Rs 250 crore for providing skill training to two lakh unemployed youth.
A 'Venture Capital Fund' will be set up in collaboration with banks and financial institutions to set up start-ups for the youth.
A corpus of Rs 200 crore will be created for the Venture Capital Fund.
To empower youth with skills, 'Chief Minister Kaushal Mitra Fellowship' scheme will be started.
A skill centre will be set up at the Shri Vishwakarma Skill University to train about 5,000 youth every year.
For skill development, skill schools will be started in 50 government schools and polytechnic institutes.
A center of excellence for electric mobility will be set up at Manesar.
The government will bear the cost of foreign language certification test for youth from families with an annual income of up to Rs.6 lakh.
Government ITI Financial assistance of Rs 2,500 will be given to every girl child with family income less than Rs 3 lakh per annum taking admission.
Haryana Skill Employment Corporation will appoint manpower in the private sector.
More than 65,000 regular posts will be recruited through Common Eligibility Test for Group-C and Group-D.
Apart from this, he said that there is a plan to create a separate engineering wing in each Zilla Parishad, to cover every cremation ground and burial ground in the rural areas of the state in the Shivdham scheme by the end of the year.
Proposing to allocate Rs 7,202 crore for the rural sector in the budget for the financial year 2023-24, the Chief Minister announced the opening of e-libraries in 1,000 gram panchayats this year.
E-libraries will be opened in 1,000 gram panchayats.
468 gymnasiums with high facilities and 780 women's culture centers will be set up in gram panchayat buildings.
Street lights will be installed in 750 gram panchayats.
9 projects under the Pradhan Mantri Krishi Sinchayee Yojana will be implemented in the next 5 years in Bhiwani, Charkhi Dadri, Gurugram, Mahendragarh and Yamunanagar.
Solid waste management plants will be set up in gram panchayats.
Remaining eligible unauthorized colonies will be regularised.
Rs 500 crore will be spent under the Divya Nagar Yojana.

1,000 Citizen Facilitation Centers will be set up in Municipal Corporations and Councils.
An additional incentive of Rs 1,000 per month will be given to sanitation workers in municipalities ranked in the top 50 in their category at the national level.
He said that if the licensee has taken partial possession certificate, he will have to pay only 10 percent of the principal amount of outstanding renewal fee in lieu of interest. The licensee of incomplete projects will have to pay only 25 per cent of the renewal fee in lieu of interest.
In the budget, the Chief Minister proposed settlement of arrears of renewal fee in the Town and Country Planning Department. He told that the principal and interest of the renewal fee of ₹ 3600 crore is due to the department, of which ₹ 2000 crore is interest. The scheme will provide waiver of outstanding interest.
In the year 2023-24, HSVP and HSIIDC Corporation separately propose to acquire 100 to 500 acres of land on land pooling, land partnership and e-Bhoomi for development of residential sectors in 10 cities and towns and industrial sectors in 10 regions respectively Will issue.

The Chief Minister said that from April 1, 2023, the monthly benefit would be increased to Rs 2750 per month for all the beneficiaries. Also, he announced raising the old age pension eligibility income from Rs 2 lakh to Rs 3 lakh.
Mr. Manohar Lal Khattar, while presenting the budget, announced to increase the old age pension from ₹ 2,500 to ₹ 2,750 per month. At present, the benefit of social security pension including old age respect allowance, widow pension and disabled pension is being given to more than 29.71 lakh beneficiaries at the rate of ₹ 2500 per month.
With an allocation of Rs. 9647 crore, health, medical education and AYUSH sectors have got a big boost in the state budget 2023-24. This is 19.8 per cent higher than the revised estimates for the current year.

He said that the number of beneficiary families under the Public Distribution System has increased from 26 lakh families to 31.59 lakh before December, 2022. The process of making new yellow cards for families with an annual income of up to Rs 1.80 lakh has been automated by linking them to PPP.
He said that for the financial year 2023-24, it is proposed to allocate Rs 136 crore for the Sainik and Ardh Sainik sector, which is an increase of 14.7 percent over the revised estimates of the current year.
The Chief Minister said that in the year 2023-24, the government plans to have integrated Sainik Sadans in 7 districts. The integrated Sainik Sadan complex will have District Sainik Board Office, Sainik Rest House, Ex-Servicemen Contributory Health Scheme Clinic, Canteen and a common hall with lift and ramp.
